Shorts run large

My 12 month old weighs 22 pounds and the top seemed to fit pretty perfectly. However, the shorts are quite large and it seems like the elastic isn’t cinched up tight enough. There’s hardly any give when you try to pull on the waist band - almost like there wasn’t enough elastic sewn into the waist band. I tried tightening the strings to make them fit, but it ended up bunching up too much and not fitting well. I laid a pair of Old Navy shorts size 12-18 months for size comparison. Despite how super cute this set is, I’ll have to return.
