Sent USED expected NEW?

It came in a zip lock bag, with a Weaver tag, but the Bit was very oily, and tarnished in areas where one would expect if used, it looked possibly used and then cleaned up for resale. Could have paid a cheaper price for a NEW one which is what I thought I was getting.
