Waistband is enormous! Inconsistent sizing

The waistband is enormous and not adjustable. I purchased another paid of Osh Kosh shorts with the same stretchy waistband and the 18 month size was so tight, he could only wear the shorts for a couple of weeks. I ordered the 24 month thinking they would fit him perfectly but the waist is huge! Don't understand how the sizing could be so inconsistent with the same type of shorts.
