The smart tag does not work!

The harness itself is very cute. However, I assume the $30 price point is due to the smart tag, which was one of the reasons I purchased the harness. In fact, I bought TWO harnesses. Unfortunately, when I scan the QR code on the smart tags, I am taken to a PUPPIA app on Google Play by FASHION FACTORY INC and receive a warning message stating, "This item isn't available in your country." There is no option to download the app at all, so the smart tags are completely useless. If you're willing to pay $30 for a harness, then these are certainly cute, but I don't think it's worth the price since the smart tags apparently don't work.
